The GraphKit panel is located in the Graph Editor sidebar which can be opened by going to View > Sidebar or by pressing the keyboard shortcut ‘N’.

All of the GraphKit operations (with the exception of Tween) can also be found in the Key > GraphKit menu. Most of the commands will be greyed out until an F-Curve is selected.
